I actually believe that everyone should be forced to vote. Not through fines but through tax incentives. Here's how:

1. Raise local, state, and federal taxes by 1% across the board.
2. When you vote, you get some sort of form or certificate in the mail that certifies that you voted.
3. Include that form with your tax forms.
4. BAM. 1% tax write off for your local, state and federal taxes.

You still don't have to vote but it would pay off in the end. Steve Colbert disagrees...
